The Romanian Government on Wednesday passed a draft piece of legislation concerning the acquisition by Romania of multi-role aircraft that will submitted it to Parliament for final approval, the Press Office of the Government reports.
The piece of legislation is aimed at Romania achieving operational air capabilities included in the first phase of the initial transition time in the design and gradual achievement of Romania’s air defence capabilities under the Multi-Role Aircraft of the Romanian Air Forces programme.
Romania’s estimated commitment appropriations for the purchase of F-16 aircraft from Portugal in 2013-2017 are standing at 628 million euros, while the acquisition procedure will be discussed inside the Supreme Council for National Defence (CSAT), according to a press release of the Government released last Wednesday.
Also last Wednesday, the Romanian Government approved a memorandum on the outcomes of preliminary negotiations with officials of Portugal’s Ministry of Defence and governmental officials of the United States of America as well as the approval of a specific procedure for the acquisition of products and services from the Portuguese Government and the US Government.
The memorandum says all the commitment appropriations required for the acquisition shall be secured from the budget of Romania’s Defence Ministry and the specific procedure for the acquisition of products and services from the Portuguese Government and the US Government shall also be approved.
The memorandum also says the approval of the acquisition and the award of the contacts should be made under a piece of legislation that will also include aspects concerning the implementation of the budget and advance payments, by means of exception from Law 500/2002 concerning public finances.
Romania is to have a squadron of 12 F-16 aircraft bought from Portugal that could be used starting 2017, when the flight resources of the MIG 21 Lancers run out, Defence Minister Mircea Dusa said recently.
